Brief Biography
Samuel Chan is a practising barrister who was called to the Hong Kong Bar in 1989. His practice covers a wide range of commercial, company and insurance litigation. He is appointed by the HKSAR Government as Chairman of the Competition Commission (競爭事務委員會) and Member of the ICAC Operations Review Committee (廉政公署審查貪污舉報諮詢委員會). He was also former Vice-Chairman of the Consumer Council (消費者委員會), Non-Executive Director of the Insurance Authority (保險業監管局) and Deputy Chairman of the Town Planning Appeal Board (城市規劃上訴委員會). He sat as a Deputy District Judge in 2006 and has considerable experience as adjudicator and member in many statutory tribunals and appeal boards.
In 2020, Samuel was awarded the Bronze Bauhinia Star by the Hong Kong SAR Government in recognition of his significant contribution to the promotion of consumer interests.
